يتحدث عن المواضيع التالية: وسائل الإعلام وكيف أن الصهيونية قد تنبهت منذ بداية القرن العشرين إلى أهمية الأعلام كسلاح فعال, فاستخدمته في وقت مبكر داخل دول الغرب لخدمة قضيتها الاستيطانية في فلسطين. أما في فصله الثاني فيبين كيف ابتدعت الصهيونية مصطلح الإرهاب في منتصف السبعينات من القرن العشرين وألصقته بالعرب والمسلمين. والفصل الثالث يرد على بعض الكتاب العرب الذين تحمسوا لاستخدام مصطلح الإرهاب خارج سياقه التاريخي وإلصاقه بفئات عربية عبر أزمنة مختلفة. ويقارن الفصل الثامن من الكتاب بين التقرير الأمريكي الخاص بالإرهاب والصادر عام 2001 وبين القانون البريطاني الصادر في العام نفسه وكيف أن الجهتين تحاولان تضييق الخناق على الجاليات العربية والإسلامية في البلدين. والباب الثاني من الكتاب فخصص للأحداث التي جرت بعد الضربة التي تلقتها الولايات المتحدة في الحادي عشر من أيلول ويحاول أن يبين آراء العديد من المحللين السياسيين عن الجهة المستفيدة والقادرة على القيام بتنفيذ العملية.
