يتناول المؤلف في هذا الكتاب العلاقة بين المصرفيين والأمم. ولا سيما الدول النامية-انطلاقاً من إنجلترا في القرن الرابع عشر وإلى الولايات المتحدة الأميركية في القرن التاسع عشر، ووصولاً إلى عالم التنمية متعددة الألوان في الثمانينات من هذا القرن، وقد حاول المؤلف أن يبين كيف نشأت المصارف وكبرت وتوسعت حتى بلغت مرتبة المؤسسات الكونية الضخمة المعروفة اليوم. فانصبت اهتماماته على السياسة الدولية للعمل المصرفي على أساس تفاعل القوى الاقتصادية الكبرى.
بالإضافة إلى ذلك بين المؤلف كيفية تأثر المصارف أيضاً بطابع قادتها ورؤسائها، ومشكلات المنافسة الخاصة، وبين أيضاً كيف يبدو العالم في أعين المصرفيين كأفراد. وفي سبيل ذلك تابع خطوط ومصائر حفنة من المصرفيين المميزين، وتقديم تواريخ حالات لبلدان بارزة تظهر من خلالها مشكلات وأزمات خاصة في العلاقة، ناظراً إلى العلاقة من زاوية الأمم والدول، وإلى مشكلاتها الأوسع في التنمية والتجارة والازدهار، مبيناً كيف نشأت المؤسسات الدولية في أعقاب الحرب العالمية الثانية وكيف أن توزيع المساعدات الخارجية أنعش الآمال الجديدة لكي تتبعها الخيبة.
