اطلع المشاركون في حلقة نقاش (حكم إنشاء صندوق إقراض الزكاة لمستحقيها) المنعقدة في المقر الرئيس لشركة "ماسك" القابضة بالرياض على الفكرة المقدمة من الشركة، والتي تتلخص في رغبتها تخصيص جزء من زكاة أموالها، وتحويلها لصندوق ذي إدارة مستقلة موثوقة، تعنى بجميع شؤونه الشرعية والفنية والإدارية، ويكون دور الصندوق إقراض الأموال لفئة من مستحقي الزكاة، وبعد سدادها يعاد الإقراض لمستحقين آخرين. والغرض من ذلك: توسيع شريحة المستفيدين، وترشيد استخدامهم للمال، وسد حاجة بعض مستحقي الزكاة ممن ظاهرهم الغنى، أو يغلب عليهم التعفف عن الزكاة. وبعد الدراسة والمناقشة وتداول الرأي؛ اتفق المشاركون على مشروعية إنشاء صناديق الإقراض من الصدقات العامة والأوقاف، وعلى اتخاذ الأساليب الملائمة التي تساعد على ترشيد استخدام المستحقين لأموال الزكاة. وتقدم هذه الجلسة بحثان مهمان: الأول: صندوق إقراض الزكاة للمستحق لها. أعده الدكتور / عبد الله بن عيسى العائضي - الأستاذ المساعد بكلية التربية بجامعة المجمعة. والثاني: عرض موجز للكتابات السابقة في موضوع المستحقين للزكاة من مال الزكاة. وقد أعده خالد بن محمد السياري.
