وقد يظن البعض أن ما حدث يضع مسائل الحرب والسلام في المرتبة الثانية من سياسات الدول بعد أن انحسرت مصادر التهديد بالخطر وساد ظاهرياً مناخ التعايش وحل النزاعات بالطرق السليمة وقد يعني ذلك أن تتخلى الدول عن سياساتها الدفاعية ومذاهبها وتكل أمرها إلى مقولة النظام العالمي الجديد.
إن التحليل الواقعي لمجريات الأحداث والتنبؤ بما يمكن أن يحدث يشكل أبلغ رد على هذا البعض ويؤكد أنه لا يمكن لأي دولة أن تضع أمنها الوطني في حماية شعارات غير قابلة للتطبيق ولا ضمانات شرعية لها.
