إستهلال للمفكرين والباحثين والكتاب والعلماء سواء كانوا عرباً أو منحدرين من أصل عربي، حضور وفاعلية في البلدان الأوروبية، وبلدان أمريكا اللاتينية، وفي الولايات المتحدة الأمريكية، وإذا كان الحضور يتكثف باطراد، وهذه الفاعلية تتعزز بإستمرار، فإن في ذلك دلالة على ما يكتنزه المجتمع العربي من طاقات مبدعة تشارك أو يمكن أن تشارك في بناء العالم الحديث، كلما أتيحت له الوسائل والمجالات، وفي ذلك دلالة أيضاً على أن مجتمعنا لا يزال، من حيث رؤاه وخططه ومؤسساته، مقصّراً جدّاً في إستيعاب هذه الطاقات والإفادة من معارفها وخبراتها في تحقيق تقدمه الخاص، وتطوير هياكله، ومواجهة المشاكل المعقدة الضخمة المطروحة عليه في نهاية هذا القرن، ولعل هذا التقصير في مواكبة العصر يفسّر، إلى حد ما، هجرة عدد متزايد من المبدعين العرب من مختلف الميادين، وإنخراطهم في حركية شعوب متقدمة.
بيد أن هذا الواقع لا يجوز أن يحول دون العمل على تمتين الأواصر الثقافية بين هذه القوى المبدعة وبين مجتمعها الأصلي، على الأقل في مجال قضايا الثقافة العربية، وتطلعات الإنسان العربي، وهو ما تسهر عليه جامعة الدول العربية، مباشرة، وما تعنى به أكبر العناية من خلال المنظمات العربية للثقافة والتربية والعلوم، أو من خلال مكاتبها في الخارج، ومن بينها بعثتها في باريس، بوصف هذه المدينة مركزاً متميزاً للقاء بين كبريات الثقافات شرقاً وغرباً.
وفي هذا الكتاب إشارات إلى بعض الجوانب الملحّة لهذا الإهتمام، فيما يتصل بالهوية الثقافية، وبالحوار المتكافئ بين الثقافة العربية والثقافات الأخرى، وهو عمل نرجو أن تتلوه أعمال أخرى، في نفس الإطار.
