في كتابه هذا، يستعرض عبد المنعم جاسم الدليمي (المرويات التاريخية في كتاب "المصنف") للشيخ عبد الرزاق بن حجام الصنعاني الحميري، وهو من واكب عصر التابعين، أي من الجيل الثاني للمدرسة الأولى (الحديث النبوي الشريف) في بلاد اليمن، وترك لنا مدونته الكبرى (المصنف) خير ذخر له في عالم الثقافة في نهج عصره، ولأهمية هذا الأثر اعتنى بتحقيقه مؤلف هذا الكتاب، فعرف بمكانة هذا المكون، ونسخه، ومجموع أحاديثه التي ضمها على ابواب الفقه، ومنهجه، وأورد أيضاً نماذج من تحقيق المحقق الشيخ "حبيب الرحمن الأعظمي" لهذا الكتاب الجليل، ثم تناول نماذج من تحقيقات (المصنف) ونطاقه الزمني وكذلك (مروياته التأريخية) وعرض نموذجاً لتلك المرويات وموارد المادة التاريخية له.
و (المصنف) بحسب المؤلف هو "مجموعة كتب ضمها كتاب واحد وبعناوين مختلفة كــ (كتاب الطهارة، كتاب الزكاة، كتاب الجمعة، كتاب الصلاة ... إلى آخره) ، وكل كتاب منها يتوزع على مجموعة أبواب مثل: باب غسل الذراعين، باب مسح الرأس، باب غسل الرجلين وغيرها، وبعض كتب (المصنف) شملت ابواباً واسعة تناولت قضايا فقهية وشرعية تفصيلية، مثل: باب الطهارة وأخرى كانت مقتضبة جداً حسب ما اقتضته الضرورة مثال ذلك كتاب الجمعة ...".
أما عن أهمية (المصنف) فتأتي من كونه "كتاب له شخصيته الحديثية المستقلة التي تجعله في صنف واحد مع (الصحاح) المعتبرة عند المسلمين، بل أنه جاء سابقاً عليها ومتقدماً على عصره. ولقد نهل من معينه أحمد بن حنبل والبخاري ومسلم. وفي ذلك شهادات عليا لهذه المعلمة الحديثية التي جاءت صافية نقية ... وقد وعى أبواب الفقه كلها ولم يدع شاردة إلا أحصاها، ولم يترك واردة إلا أتى بها".
واستناداً إلى ما تقدم تم توزيع الكتاب على أربعة فصول: الفصل الأول عن اليمن بلد الشيخ الصنعاني، والفصل الثاني عن: السيرة الذاتية للشيخ الصنعاني، والفصل الثالث: دراسة تفصيلية عن كتاب "المصنف"، والفصل الرابع والأخير عن: المرويات التاريخية للصنعاني والقيمة التأريخية لمرويات الصنعاني ومروياته عن السيرة النبوية، ومروياته في العصر الراشدي، وعن التطور التأريخي في كتابة (السيرة النبوية الشريفة).
