إن هيمنة النفط بوصفه المصدر الرئيسي للطاقة في العالم، وتنامي صناعة ألغاز الطبيعي في الآونة الأخيرة لاعتبارات بيئية، يضمنان استمرار قطاع الطاقة بمنطقة الخليج في أداء دور محوري في السوق العالمية. إلا أن ثمة تساؤلات حيوية تطرح بشأن الوضع الراهن لقطاع النفط وألغاز في منطقة الخليج، والطرق التي يمكن بها لهذا القطاع أن يفي بمتطلباته الاستراتيجية على الأمد البعيد، ويحقق في الوقت نفسه احتياجات الاقتصاد العالمي من الطاقة. وهذه التساؤلات وغيرها كانت موضع تركيز المؤتمر السنوي العاشر للطاقة، الذي نظمه مركز الإمارات للدراسات والبحوث الاستراتيجية تحت عنوان "قطاع النفط وألغاز في منطقة الخليج: الإمكانيات والقيود" في الفترة 26-27 أيلول/سبتمبر من عام 2004. وقد سعت أوراق المؤتمر، التي ألقاها خبراء ومتخصصون في مجال الطاقة والتي تم تضمينها في هذا الكتاب، إلى دراسة المشكلات والمعوقات التي يواجهها قطاع الطاقة في منطقة الخليج، وتحليل الإمكانيات والاحتمالات المستقبلية لهذا القطاع ضمن المشهد العالمي للطاقة.
وتشمل القضايا المهمة التي تمت مناقشتها في هذا الكتاب الآفاق المستقبلية لمنظمة أوبك، وتأثير أسعار النفط العالمية في النمو العالمي، والأهداف الاستراتيجية لقطاع الطاقة في منطقة الخليج، وتأثير الأسواق والتقنيات في الاحتياطات الإقليمية، والشراكات الناشئة بين شركات النفط الوطنية وشركات النفط الدولية، والمتطلبات اللازمة لاجتذاب الاستثمارات في قطاع الطاقة الخليجي، والتطورات الحديثة في تقنيات ألغاز وفي تجارة ألغاز الإقليمية. كما خصص الكتاب محوراً كاملاً لحالات دراسية إقليمية، فتناول السيناريوهات المحتملة بالنسبة إلى مستقبل النفط العراقي، وسلط الضوء على الخيارات أمام المملكة العربية السعودية بوصفها منتجاً مرجحاً، كما ستعرض التجربة الترويجية في التنويع الاقتصادي.
