إنّ ظاهرة الإرهاب قديمة العهد أخذت تتطور بصورة متزايدة خلال السنوات القريبة الماضية مستفيدة من التطور العلمي والتكنولوجي ومعتمدة على عنصر التنظيم والتخطيط لتنفيذ أهدافها وأن أهمية دراسة هذه الظاهرة تنبع من خطورتها على امن الدول وسلامة مواطنيها وممتلكاتهم، اذ أن مرتكبي جرائم الإرهاب لا يعيرون إي اهتمام لما يترتب على جرائمهم تلك من إزهاق أرواح الأبرياء وإلحاق أضرارا جسيمة بالأموال والممتلكات وما ينجم عنها من خلق حالة من الرعب والخوف بين أفراد المجتمع كاملا والإخلال بنظامه العام، حيث أصبحت معظم دول العالم تعاني من هذه الظاهرة ولا يكاد يمر يوم إلا وتطالعنا وسائل الإعلام بأعمال إرهابية جديدة بشتى بقاع الأرض، مستخدمة أشد الوسائل فتكاً بأرواح المدنيين وتدمير ممتلكاتهم.
