أن النقل البحري كان وما يزال وسيبقى يحتل المرتبة الاولى في نقل السلع والبضائع بمختلف أنواعها بين الدول، فهو عماد التجارة الدولية الذي لا يمكن الإستغناء عنه ولا التقليل عن أهميته بسبب خصائصه المتعددة التي أهمها أجوره الرخيصة قياساً على أنواع النقل الأخرى كالجوي والبري، كما أنه يعتبر الوسيلة الأمثل لنقل السلع الثقيلة والكبيرة الحجم.
ولا زال النقل البحري يستخدم في نقل الأشخاص بالرغم من قلة أهميته في الوقت الحاضر بسبب سيطرة النقل الجوي وإنتشار النقل بواسطة القاطرات الحديثة ذات السرعة العالية.
ولما كان النقل البحري له هذه الأهمية ولأنه النقل المعول عليه في التجارة الدولية، فإن معظم النشاطات التجارية الأخرى قد ارتبطت بهذا النوع من النقل فظهر ما يسمى بالبيوع البحرية والأعمال المصرفية البحرية كالإعتمادات المستندية والتأمين البحري، وللصفة الدولية للنقل البحري كونه يهدف إلى نقل البضائع بين الدول المختلفة، فقد ظهرت الإتفاقيات الدولية البحرية لتوحيد الأحكام الخاصة بالنقل البحري، وأن معظم هذه الإتفاقيات تم التوصل إليها بجهود الهيئات البحرية المتخصصة التابعة للأمم المتحدة حيث روعيت في هذه الإتفاقيات مصالح الشاحنين الذين معظمهم من الدول النامية، كما توصلت هذه الإتفاقيات إلى وضع قواعد قانونية بحرية تلائم التطور الحاصل في حركة النقل البحري، وأن تلك الإتفاقيات يعاد النظر فيها بين فترة وأخرى لتبقى مستوعبة للمستجدات الحاصلة في مجال النقل البحري.
كما ظهر أيضاً ما سمي بالأعراف البحرية الدولية لكي تسد النقص والثغرات التي لم تعالجها القوانين والإتفاقيات البحرية، وأن تلك الأعراف نابعة من صميم النشاط البحري.
وعليه تناول المؤلف في دراسته هذه للقانون البحري الموضوعات التالية: الفصل التمهيدي: التعريف بالقانون البحري وتطوره وخصائصه ومصادره، الباب الأول: السفينة وأشخاص الملاحة البحرية، الباب الثاني: الإستغلال البحري، الباب الثالث: البيوع البحرية الدولية، الباب الرابع: الحوادث البحرية، الباب الخامس: التأمين البحري.
