والمشكلة لا تكمن فقط في سلوك الطفل أو في البيئة المحيطة به، ولكن تنبع أهميتها من حيث عدم وجود علاقة تفاعلية ملائمة بين الطفل وبيئته.
عندما نتحدث عن الإضطرابات السلوكية والإنفاعلية، فإن ذلك يشمل أفراداً عاديين تظهر لديهم الإضطرابات السلوكية والانفعالية في فترة ما من فترات حياتهم ، نظراً للظروف البيئية المحيطة بهم، إلا أن ذلك لا يعني أنهم مضطربون، لذلك يجب قبل تسمية الاضطراب السلوكي والانفعالي أو تصنيفه لدى الفرد الأخذ بعين الاعتبار المتغيرات التالية : تكرار السلوك، وشدته، ومدته.
