ليست دولة الحداثة التي تهيمن اليوم هي الدولة التي كان يقصدها الخطاب الفقهي والفكري الإسلامي التراثي، فقد قصد بالدولة الملك والسلطة، لكن أسئلته تظل هي الأسئلة الجوهرية التي ظل العقل الإنساني يبحث فيها ويتلمس إجاباتها على الرغم من تنوع الأنظمة وأنماط السلطة والسلطان.
