عارف تامر العلي (1921 - 1998 م) هو كاتب وشاعر، من أهل سوريا.
ولد في القدموس تابعة لمحافظة طرطوس لأسرة تنتمي لفرع محمد شاه من الاسماعيلية النزارية. وتخرج في كلية الآداب التابعة لجامعة القديس يوسف ببيروت، وحصل على شهادة الدكتوراه في مونتريال في كندا. وعمل مدرسا للغة الفرنسية في ثانويات السلمية، وكذلك درس مادة تاريخ الشرق الأوسط في جامعة القديس يوسف في بيروت.

يستعرض المؤلف في كتابه هذا السيرة الذاتية والظروف التاريخية، والتنظيمات الإدارية والقانونية التي رافقت مسيرة الظاهر لإعزاز دين الله، هذا الخليفة الذي أحب الشعر والأدب، وجنح إلى الحلم والتواضع، وكره مبدأ العنف والقتل، وكان ميالاً إلى الفن واللهو والغناء، والانقطاع إلى الأصدقاء والخلان من رفاقه الشباب بعيداً عن أجواء السياسة والملك العقيم، وكان بالوقت ذاته قوي العزيمة لا يبالي بالصعاب، فيقف أمامها بعزم ثابت وصبر، ويتصدى لها بعنف وهو واثق من النصر عند المقدرة... ويستمتع إلى الرعية وشكاوى الفقراء والمظلومين بالإضافة إلى تدينه وحرصه على تطبيق قواعد الدين الإسلامي والتمسك بأهداب التعليم الشرعية الصحيحة والرغبة في الإبقاء عليها بمنجاة من الشرك والإلحاد.
وكان دقيقاً وعنيفاً بإزالة كل ما علق بالأذهان من العقائد المخالفة والمنحرفة التي ابتدعها الغلاة في عهد والده، وإبعاد كل ما اتهم به البيت الفاطمي من تهم باطلة. تميز عهده بالسكينة والسلام والرفاه العام والرؤية والاعتدال في بادئ الأمر، ولكنه ساء أخيراً أو تردى، فذهب هيبة الدولة، وضاع القانون، واصح الحكم للعصابات الخارجة على القانون تسرح وتمرح دونما فوق، وتهدد حياة الآمنين.
