والسياسيُّون المثَّقفون في التاريخ العربي والإسلامي هم من الذين: عُرفُوا بثقافتهم واشتهروا بعِلمهم، أو تميَّزوا بكثرة مؤلفاتهم النثرية والشعرية، أو أتقنوا عدَّة لغاتٍ، أو سبقوا غيرهم إلى الإبداع والأولية، أو تولَّوا المناصب العلمية والثقافية والفكرية والقضائية؛ أو حوَّلوا بلاطاتهم وقصورهم إلى منتديات ثقافية ومراكز علمية، أو جمعوا الكتب وأنشأوا المكتبات، أو شجَّعوا على التأليف والترجمة، أو علموا في خدمة الصحافة العربية، وغيرها...
ولقد انقسم السياسيون المثقفون - الوارد ذكرهم في هذا المعجم - إلى فئتَيْن هما:
-السياسيون الذين غلب عليهم الطابع الثقافي والفكري والعلمي والأدبي، وحظوا بشهرةٍ واسعةٍ في هذا المجال، ولم يُشْتَهَروا في المجال السياسي.
-السياسيون الذين غلب عليهم الطابع السياسي، مع أنهم كانوا مثقفين ومفكرين وعلماء وأدباء بَيْد أنهم لم يُشتهروا في هذا المجال.
يُعتبر هذا المعجم أول محاولة رائدة في لغة العرب تجمع في ثناياها تراجم السياسيّين المثَّقفين في التاريخ العربي والإسلامي في كلِّ العصور بدءاً من العصر الجاهلي حتى مطلع القرن الحادي والعشرين، أي طوال مدة تزيد على ألفٍ وخمسمئة سنة.
إن كلَّ المعلومات والمضامين والمفاهيم الواردة في هذا المعجم موثَّقة بالمصادر والمراجع القديمة والحديثة والتي إن دلَّت على شيء - فإنما تدلَّ على الأمانة العلمية، والموضوعية، وتحرِّي الدقَّة والعمق.
