يرى الدكتور "علي القاسمي" أنَّ السياسات الثقافيّة المتَّبعة في البلدان العربيّة لا تُسهِم في تحقيق التنمية البشريّة المنشودة، بل على العكس تؤدّي إلى إضطرابات إجتماعيّة وثورات شعبيّة.
فالسياسات اللغويّة تعمل على تشجيع اللهجات الدارجة ولغتَي المستعمِر القديم الإنكليزيّة والفرنسيّة، في حين أنَّ إيجاد مجتمع المعرفة القادر على تحقيق التنمية البشريّة، يتطلَّب لغةً وطنيّةً فصيحةً مشتركةً تسرِّع عمليّة تَبادُل المعلومات، وتمثٌّلها، والإبداع فيها.
أمّا السياسات التربوية فهي طبقيّة لا تسمح بتساوي الفرص التعليميّة أمام الأطفال، فأبناء الأغنياء يدرسون في مدارس أجنبيّة، وأبناء الطبقة الوسطى يتعلّمون في مدارس أهليّة، وأبناء الفقراء يلتحقون بالمدارس الحكوميّة السيّئة التجهيز أو لا مدارس لهم.
وترمي السياسات الإعلاميّة إلى تجهيل الجماهير ليسهل التحكُّم بها، عن طريق تغييب الثقافة الفكرية، وإغراق الشباب بالأغاني الخفيفة والرقص الهابط والألعاب الرياضيّة، وبلهجات عامّيّة لا تساعد على ترقية مستوى المتلقّي الفكريّ ولا على الإدماج الإجتماعيّ للمواطنين.
