بالنظر إلى كونه قد تولى رئاسة استئناف بغداد الرصافة الإتحادية، وبالإضافة إلى كونه قاضياً لمحكمة تختص بالنظر في الدعاوى الإستملاكية في بلاده، كتب القاضي شهاب أحمد ياسين "الوجيز في شرح قانون الإستملاك" (رقم 12 لسنة 1981) وقد احتوى أحكام متكاملة لنظر طلب الإستملاك أو إحدى الدعاوى التي يطبق فيها، وهي أحكام شكلية وأحكام موضوعية لتقدير التعويض والفصل في قضايا الإستملاك والطرق المقررة في قانون المرافعات.
وللمؤلف رأي في هذا القانون يقول فيه "إن طلب الإستملاك وما يتسم به من عنصري المصلحة العامة والإستعجال في تحقيقها يثير الكثير من التساؤلات منها: هل يكيف على أنه دعوى وهل تُقبل بشأنه طرق الطعن المقررة في قانون المرافعات أم يقتصر فيها على حق الطعن تميّزاً، وهل تطبق بشأنه أحكام ترك الدعاوى للمراجعة أو طلب المستملك إبطال عريضة طلب الإستملاك وإلى غير ذلك مما سوف يقوم بعرضه في ثنايا هذه الدراسة".
وانطلاقاً من خصوصية هذا القانون وخصوصية أحكامه تناوله المؤلف في دراسة وجيزة ولكن بمنظور (الدراسة الميدانية) لكي يعرف منتسبي الدوائر القانونية في الوزارات أو الجهات الحكومية المختلفة وكذلك العاملون في الحق القانوني والقضائي عند التصدي للعمل أو تطبيق أحكام قانون الإستملاك ... والغاية هي أن يعرف هؤلاء المختصون "المنظور الميداني لهذا القانون من أجل أن يكون العمل أو التطبيق سليماً من الناحية القانونية.
هذا، وقد اعتمد المؤلف في شرحه لقانون الإستملاك "طريقة الشرح على المتون" وهي طريقة مفيدة من الناحية العلمية في شرح الكثير من القوانين الإجرائية أو حتى الموضوعية، مع الإشارة إلى القوانين ذات العلاقة إعماماً للفائدة وتعزيز الشرح بأهم القرارات القضائية الخاصة بموضوع الإستملاك.
