بالعودة إلى تاريخ الأوخرانا الروسية يجد القارئ لهذا الكتاب أن "الأوخرانا" هي تنظيم عمل الشرطة، خاصة من هم في المراتب العليا، تقع عليها مهمته إنتاج رجال علم وكفاءة، وفحص سجلات العملاء المنضمين ومعرفة تحركاتهم "... إن كل مراقبة هي كل شيء خارجية. وما يلزم أبداً هو أن نلاحق المرء، ونعرف أفعاله وحركاته، وارتباطاته، وبعد غد، أن ننفذ إلى كل مخططاته... إن "الملاحقين" (بكسر الحاء) الروس (عملاء المراقبة الخارجية) مكانوا ينتمون كـ "العملاء السريين" – في الواقع جواسيس وعملاء- إلى "الأوخرانا" أو جهاز الأمن السياسي..."
محتويات الكتاب: 1- الأوخرانا الروسية ويضم: خفايا العمالة، الجواسيس الروس في الخارج، الشيفرة وايضاً الغرفة السوداء. 2- مشكلة اللاشرعية، 3- ارشادات بسيطة للمناضل.
