ترتبط تركيا والولايات المتحدة الأمريكية بشبكة من العلاقات المختلفة ذات المضامين التعاونية والطبيعية السياسية والأمنية، والروابط الاقتصادية، ولهذه العلاقات بمختلف أوجهها تأثيراتها ودلالاتها في المعادلات السياسية والأمنية لمنطقة الشرق الأوسط سواء بصورة مباشرة أو غير مباشرة.
ومع أن هذه التأثيرات ليست جديدة إلا أنها باتت تكتسب أهمية خاصة في ظل التغيرات التي طالت النظام الدولي سياسياً وأمنياً واقتصادياً منذ عام 1989 الذي شهد تفكك منظومة الدول الاشتراكية، وانهيار الاتحاد السوفيتي عام 1991 وانحسار نفوذه، وتعزز أطروحة (النظام الدولي الجديد) وبروز آليات دولية جديدة تختلف عن تلك التي كانت سائدة إبان فترة الحرب الباردة، وتتيح للولايات المتحدة الأمريكية فرصة أكبر للتحكم في موازين السياسة والأمن في المناطق والأقاليم التي تتمتع بالأهمية وتتسم بالحساسية.
ونظراً لما تتمتع به منطقة الشرق الأوسط من تأثيرات قصوى في موازنات القوى الدولية، باعتباره آلية مهمة من آليات التحكم في النظام الدولي بحكم أهميته الإستراتيجية حضارياً وجغرافياً واقتصادياً وسياسياً، لذا تسعى الولايات المتحدى الأمريكية إلى إعادة ترتيب أوضاعه بما يكفل لها أقصى قدر ممكن من السيطرة والهيمنة عليه ومن خلاله على النظام الدولي عبر ترتيبات سياسية-أمنية تشرف عليها وترعاها، فيما يقوم حلفاء واشنطن من غير العرب بالعمل على تنفيذ تلك الترتيبات بدعم سياسي وعسكري مباشر من قبلها.
ويقوم الافتراض الرئيسي لهذه الدراسة على أن هناك دوافع كافية لدى كل من تركيا والولايات المتحدة الأمريكية لكي تدرك كل منهما أهمية الأخرى بالنسبة إليها وفق منظورها الخاص، وفي إطار سعيها لتحقيق مصالحها وأهدافها. وقد وضعت هذه الدراسة جملة من الأهداف التي تسعى إلى إدراكها في إطار محاولة إثبات صحة فرضيتها، ويقف في مقدمة هذه الأهداف توصيف مرتكزات العلاقات التركية-الأمريكية، والخلفية التاريخية التي تستند إليها، وتحليل دوافع تركيا لتوثيق عرى العلاقات المميزة مع الولايات المتحدة الأمريكية، وأبعاد توظيف سلوك أنقرة السياسي الخارجي ومواقفها في إطار الإستراتيجية الأمريكية في الشرق الأوسط.
