إن مشكلات الصين "البيئية" في تزايد مستمر، فتلوث المياه وشحها يثقلان كاهل الاقتصاد، ويشكل ارتفاع مستويات تلوث الهواء خطراً على صحة الملايين من الصينيين، بينما يتحول جزء كبير من الأرض إلى صحارى. وقد أصبحت الصين تتصدر دول العالم، من حيث تلوث الماء وتلوث الهواء وتدهور الأرض، وغدت مسبباً رئيسياً في بعض أكثر مشكلات العالم البيئية إلحاحاً، كالتجارة غير القانونية في الأخشاب، وتلوث الحياة البحرية، وتغير المناخ. ومع تنامي مشكلات التلوث في الصين، تتنامى كذلك المخاطر على: اقتصادها، وصحتها العامة، واستقرارها الاجتماعي، وسمعتها الدولية، وهذا هو ما حذر منه بان يو، نائب الوزير المسؤول عن إدارة حماية البيئة في الصين، عام 2005 بقوله: "ستنتهي المعجزة (الاقتصادية) قريباً، إذ لم تعد البيئة قادرة على مجارتها".
وقد زاد قادة الصين وتيرة حملاتهم الإعلامية مع دورة الألعاب الأولمبية لعام 2008، من خلال وضع أهداف بيئية طامحة، والإعلان عن زيادة الاستثمارات في المجالات البيئية، وحث رجال الأعمال البارزين والمسؤولين المحليين على تسوية أوضاعهم. ويبدو أن دول العالم الأخرى أصبحت تسلم بأن بكين بدأت تنتهج مساراً جديداً، ومع إعلان الصين فتح أبوابها للأعمال الصديقة للبيئة، لم يعد السؤال الماثل في أذهان المسؤولين في الولايات المتحدة الأمريكية، والاتحاد الأوروبي، واليابان يتعلق بجدارة الاستثمار فيها، وإنما بحجم هذا الاستثمار.
ومما يؤسف له أن الجزء الأكبر من هذه الحماسة نابع من انتشار الاعتقاد الخاطئ بأن ما تقرره بكين ينفذ، ذلك أن الحكومة المركزية تضع أجندة البلاد ولكنها لا تملك السيطرة على جميع جوانب تنفيذها. وبالفعل، فإن المسؤولين المحليين قلما يعبأون بالتوجيهات التي أصدرتها بكين في مجال البيئة، ويفضلون -بدلاً من ذلك- تكريس طاقاتهم ومواردهم على تحقيق المزيد من النمو الاقتصادي. والحقيقة هي أن إحداث تغيير جذري في وضع الصين البيئي سيتطلب ما هو أصعب بكثير من مجرد وضع الأهداف وإنفاق الأموال، فهو سيتطلب إجراء إصلاحات جذرية على المستويين: السياسي والاقتصادي.
