كما يتناول أيضاً السمات الأساسية لهذه البرامج وما تركته من تأثيرات مباشرة في الصعيدين الإقتصادي والإجتماعي في بلدان العالم الثالث، خاصة في البلدان التي قبلت أن تصبح حقلاً للتجارب والخطط الإقتصادية التي قدمها صندوق النقد والبنك الدوليان اللذان يعملان بتوجيه من الأوليغاركية المالية الأمريكية بالتحديد لغرض الهيمنة على مقدرات الدول والشعوب، لكي تزداد هذه الأوليغاركية المالية غنى وتترك هذه الدول تتخبط في فقرها وعوزها.
إن الوصفات العلاجية التي قدمتها مؤسسات بريتون وودز لغرض معالجة الأوضاع الإقتصادية في بلدان العالم الثالث وفي أوروبا الشرقية، لا تهدف إلا لإخضاع هذه البلدان لتلك المؤسسات المالية الدولية وجعلها مطيعة لأوامرها ومنفذه ما تطلبه منها، ومما أدى إلى سلب إرادتها الوطنية وتفاقم مشاكلها الإقتصادية والإجتماعية كالفقر والبطالة بحيث أصبحت لا تقوى بمفردها على معالجة هذه المشاكل.
