يبحث هذا الكتاب في موضوع لا يزال مداراً لخلاف كبير بين الفقهاء والفلكيين وأساتذة الجغرافيا وإختصاصي العلوم المناخية، من الذيم كل واحد منهم يورد على الآخر نقضاً، وحلاً والموضوع هو "ما يترتب على دخول الشهر الهجري من الأحكام الكثيرة" ومنها على سبيل المثال: صيام شهر رمضان، الحج، مدة الإيلاء، صوم الكفارة، عدة المتوفى عنها زوجها، عدة اليائسة من الحيض، الأشهر الحرم التي يحرم القتال فيها...
يعتبر المؤلف أن هذه الجملة من الأحكام التي أخذ الشهر الهجري شرطاً في موضوعاتها، لا نقاش فيها، "وإنما النقاش فيما يعرف به هذا الشهر، من جهة مبدئه ومنتهاه، فأوضح القرآن الكريم ذلك، بعد أن كثر سؤال اليهود للمسلمين عن الأهلة، فقال: " يسئلونك عن الأهلة قل هي مواقيت للناس والحج".
من عناوين الكتاب نذكر: موضوعية الرؤية أم طريقتها؟، الإقتران وهو لحظة دخول الشهر بالمعنى الفلكي، الرؤية الفعلية بالعين المجردة، موضوعية الرؤية أم طريقتها من الناحية الشرعية... إلخ.
