يناقش كميل منصور في كتابه هذا السياسة الأميركية اتجاه إسرائيل. وهي مناقشة مقنعة وهادئة على نحو رائع. تكشف عن الخلاف الدائر بشأن هل كانت إسرائيل بالنسبة إلى الولايات المتحدة رصيداً استراتيجياً أم عبئاً، وتتحرى السبب الكامن وراء العلاقة الأميركية-الإسرائيلية المميزة. ويتيح الكاتب ومن خلال مصادره المتمثلة في أساتذة يكتبون في وسائل إعلام هامة، ومن آخرين يكتبون في مجلات متخصصة بالقضايا الدولية وبالأمن الاستراتيجي، لأنصار مواقف متعارضة أن يعبروا عن أنفسهم من دون أي تدخل في وجهات نظرهم.
ومن القضايا التي يناقشها منصور في هذا الكتاب: صوغ دور إسرائيل الاستراتيجي في فترة 1948-1973، إعادة تقويم هذا الدور بعد حرب تشرين الأول/اكتوبر 1973 وصولاً إلى سنة 1990، التحالف الاستراتيجي والنظام العالمي الجديد من سنة 1981 حتى سنة 1912، سلسلة طويلة من الموضوعات، منها: الصراع العربي-الإسرائيلي، وأزمة السويس، وعملية كمب ديفيد، وغزو لبنان، وتأثير اللوبي الموالي لإسرائيل في الجالية اليهودية وفي المجتمع الأميركي ككل. والمؤلف كميل منصور هو أستاذ العلاقات الدولية في جامعة السوربون في باريس ومستشار الوفد الفلسطيني في محادثات السلام. عمل في مؤسسة الدراسات الفلسطينية في بيروت عشرين عاماً، ورأس دائرة الأبحاث فيها فترة 1980-1984.
يبحث كميل منصور، في هذه الدراسة، في مسألة ما إذا كانت إسرائيل بالنسبة إلى الولايات المتحدة رصيداً استراتيجياً أم عبئاً، ويتقصى أسباب العلاقات الخاصة بين البلدين. كما يفحص تشكل العلاقة الخاصة ودور إسرائيل الاستراتيجي خلال الفترة 1948-1973، وإعادة تقويم العلاقات بعد حرب 1973، والتحالف الاستراتيجي في النظام العالمي الجديد منذ سنة 1981 حتى سنة 1992، وغيرها من القضايا.
