تحتاج المنظمة لوجود نشاط تخزين يقوم بنوع من التوازن بين معدلات تدفق المواد من وإلى المخازن بما يتفق واحتياجات المستعملين، وتتوقف كفاءة هذا النشاط على مدى تفاعله مع متغيرات البيئة الداخلية والخارجية، نتيجة لذلك تعقدت مهام المكلفون بإدارة هذا النشاط فتارة يواجهون فترات تتميز بانتعاش في النشاط ، وما يتطلبه من توسع في المعاملات، وتارة أخرى يواجهون فترات ركود وما يترتب عليه من انكماش في التعاملات، فترات تكون فيها سيادة سوق المستهلكين، وأخرى تكون فيها السيادة للموردين تواجه فيها المنظمات أزمة الندرة في المواد، فإذا أضفنا إلى ذلك التقدم التكنولوجي الذي يحرك الصناعات بسرعة وآثاره بالنسبة لسوق المواد ولشدة المنافسة تتضح الطبيعة الديناميكية التي تتميز بها إدارة المخزون وأهمية الدور الذي تلعبه في التأثير المباشر على التكاليف وتؤدي إلى تقليصها لمستواها الأمثل.
