تحتاج المنظمة لوجود نشاط تخزين يقوم بنوع من التوازن بين معدلات تدفق المواد من وإلى المخازن بما يتفق واحتياجات المستعملين ، وتتوقف كفاءة هذا النشاط على مدى تفاعله مع متغيرات البيئة الداخلية والخارجية ، نتيجة لذلك تعقدت مهام المكلفون بإدارة هذا النشاط فتارة يواجهون فترات تتميز بانتعاش فى النشاط ، وما يتطلبه من توسع فى المعاملات ، وتارة أخرى يواجهون فترات ركود وما يترتب عليه من انكماش فى التعاملات ، فترات تكون فيها سيادة سوق المستهلكين ، وأخرى تكون فيها السيادة للموردين تواجه فيها المنظمات أزمة الندرة فى المواد ، فإذا أضفنا إلى ذلك التقدم التكنولوجى الذى يحرك الصناعات بسرعة وآثاره بالنسبة لسوق المواد ولشدة المنافسة تتضح الطبيعة الديناميكية التى تتميز بها إدارة المخزون وأهمية الدور الذى تلعبه فى التأثير المباشر على التكاليف وتؤدى إلى تقليصها لمستواها الأمثل .
