يعتقد البعض بأن الأعمال التي يقوم بها مخلص البضائع سهلة ومبسطة ، ويخال أنها مجرد تسير معاملات ، وانتقالها من مكتب جمركي إلى آخر فقط ، إلى حين إخراج البضاعة من المستودعات الجمركية . لكن الواقع أنها أكثر تعقيداً ، فمخلصو البضائع المرخصون ، على اختلاف فئاتهم ، يمنحون تراخيص رسمية من إدارة الجمارك لمزاولة المهنة ، بعد فوزهم بمباراة كفاءة ، وهم يزاولون أعمالهم في أماكن محددة قانوناً . وعليه ، يجب أن يكونوا على درجة علمية عالية ، وبخاصة أثناء تنظيم البيان الجمركي ومندرجاته ، الذي يعتبر من صلب عملهم . ويقتضي منهم بعض الإلتزامات الصارمة ، ومنها : تطبيق الإتفاقيات الدولية ، والنصوص القانونية ، والتعريفة الجمركية ؛ ومؤازرة بعض الوزارات كمن خلال التطبيق الصارم لمنطوق التعميم الإداري رقم واحد ، وتعديلاته ، الصادر عن المجلس الأعلى للجمارك ، والمعنون " التقييدات والمحظورات " .
