ولقد راودتنا فكرة وضع موسوعة التشريعات أو النظم الإجتماعية في المملكة العربية السعودية، بعد أن لمسنا وفرة المادة الأولية، وقلة - بل وربما انعدام - التأليف في هذا الميدان.
ولقد أثرنا أن تكون خطتنا في وضع هذا الكتاب، مقسمة بين أربعة أبواب، نكرس الأول منها لشرح يعرض نظرية الضمان الإجتماعي، ومن أجل ذلك سيكون الفصل الأول منه بياناً لظروف وعوامل نشوئها في العصر الحديث، وقد أنهينا ذلك الفصل الأول ببحث موجز عن التكافل الإجتماعي في الإسلام وتطبيقه عملياً في المملكة، ثم انتقلنا في الفصل الثاني من ذلك الباب الأول إلى شرح المبادئ العامة في التأمينات الإجتماعية وفي الضمان الإجتماعي، وهي مبادئ أساسية لفهم النظرية، بعد ذلك رأينا أن تكون بقية موضوعات الكتاب موزعة بين الأبواب الثلاثة الأخرى: فقد خصصنا الباب الثاني لشرح نظام التأمين الإجتماعي في المملكة، وفي الباب الثالث عرضنا واقع التنظيم الإداري والمالي لمؤسسة التأمينات الإجتماعية، أما الباب الرابع والأخير، فقد تضمن فصلين أيضاً: بحثنا في الأول منهما أحكام فرع المعاشات والحقوق التأمينية للمستحقين من كل جوانبها، وعرضنا في الفصل الثاني لفرع الأخطار المهينة وحقوق المؤمن عليهم عن الإصابة، تلك هي الخطوط التأسيسية العامة التي قام عليها بناء هذا الكتاب، أما تفاصيل ذلك كله فقد ضمها فهرس الأبحاث.
