في ميدان الأعمال والاقتصاد ثمة قضايا إدارية واقتصادية معاصرة فرضت نفسها بقوة في واقع الحياة ، وأقحمت نفسها في ميادين العلم والتطبيق ، وأخذت مكانها في وسائل الإعلام وعناوين الصحف والمجلات ، والمنتديات واللقاءات وورش العمل الفكرية … الخ ، إلى أن استقرت في الكتب والمناهج الدراسية الجامعية ، وهي بطبيعة الحال قضايا متداخلة يأخذ بعضها بزمام بعض ، فهي وإن أخذت في ظاهرها الجانب الاقتصادي ، فإنها تنطوي على جوانب سياسية ، وإدارية ، واجتماعية ، وإن أخذت مظهر السياسة ، فهي في جوهرها قضايا اقتصادية واجتماعية وهكذا ؛ لهذا استوجب الأمر ضرورة التعاطي معها بما يلائم أهميتها ودرجة تأثيرها في الحياة المعاصرة ؛ ذلك ليكون الطلبة والباحثون ورجال الأعمال على علم بها وبأبعادها المختلفة وبمضامينها ودلالاتها الإدارية والاقتصادية ، وامتداداتها التطبيقية المتشعبة المتشابكة ، بما يفيدهم في مناشطهم الفكرية والعملية .
لقد كثرت الكتب التي تناولت مثل هذه القضايا ، بعضها مقتضب ، وبعضها موسع ، وبعضها يتناول جزءاً من هذه القضايا ويهمل سائرها … وهكذا ؛ ولهذا وذاك رأينا أن يكون هذا الكتاب شاملاً لتلك القضايا ، مستوعباً جوانبها المختلفة ، بحيث يقدم فكرة شاملة متكاملة عن كل قضية من القضايا المعروضة فيه .
ونظراً لتعدد القضايا وتوسع البحث فيها ، بحيث لا يستوعبها كتاب بالحجم العادي ؛ رأينا أن يكون هذا الكتاب في جزأين ، الجزء الأول هو الذي بين يديك ، على أمل أن يتبعه الجزء الثاني في القريب العاجل بإذن الله تعالى .
