يبدو أن الامارات العربية، المتنافرة والمتباعدة، كانت الأسرع في فكرة الوحدة، خصوصاً إثر نكسة حزيران عام 1967، بيد أن الاتحاد الفعلي حدث عام 1971، ولأن من لا تاريخ له، لا مستقبل له، لذا، كان لابد من إلقاء نظرة شمولية على الحقبة التي سبقت قيام الاتحاد كي نتمكن من دراسة مرحلة الاتحاد. إنها تجربة نستحق الدراسة فعلاً باعتبارها عامل تطوير وتغيير في حياة الشعب الاماراتي الذي ظل لفترة خلت غارقاً في الجهل والتخلف، منصرفاً إلى النزاعات والصراعات القبلية والعصبية. وها هو اليوم يستفيق، يقف على رجليه، وينطلق في مسيرته النهضوية متجاوزاً كل العراقيل التي تواجه هذه المسيرة.وهذا انتصار ينبغي المحافظة عليه من خلال التعرف على الواقع والتوصية بالمرتجى، وتقوم دراستنا في ستة فصول، نبني من خلالها أسلوب التقييم والوصف وطرح التساؤلات والاستنتاجات. ولسوف نناقش في : الفصل الأول: مقدمة نتناول فيها تاريخ منطقة الخليج، مع التركيز على الوضع التاريخي والسياسي والاجتماعي والاقتصادي، للامارات العربية، وعلى الدور البريطاني خاصة والصراعات الدولة بشكل عام، الفصل الثاني: مرحلة ما قبل الاتحاد والتجارب الاتحادية بين دول المنطقة خلال تلك المرحلة وما آلت إليه هذه التجارب، الفصل الثالث: قيام دولة الامارات العربية والعلاقات بين الامارات، الكيانات في الاتحاد، الفصل الرابع: النظام السياسي لدولة الاتحاد: وقوانينه، وتكوينه مقارنة بالدساتير والتجارب الأخرى، الفصل الخامس: تاريخ العلاقات السياسية والاقتصادية بين دولة الامارات العربية المتحدة والدول العربية الإسلامية، ومن ثم مع الدول الأخرى، الفصل السادس: دور المؤسسات الاتحادية في مختلف المراحل ومشاركة الامارات في الخدمات المقدمة على مختلف الصعد، ثم مستقبل التجربة الاتحادية الاماراتية.
