كان الكتاب، في طبعته الأولى، ينقسم إلى بابين؛ الأول، يتناول الأصول العامة للصياغة القانونية، والثاني، يتناول عملية صياغة التشريعات في النظامين المصري والأنجلو- أمريكي. ونظراً إلى ضخامة الموضوعين، ومن ثم، صعوبة معالجتهما في مؤلف واحد بالشكل الواجب، وكذلك نتيجة لتوفر معلومات كثيرة إضافية لدى المؤلف عن موضوع كل منهما في الفترة الأخيرة، رؤي فصل الموضوعين وتناولهما في كتابين مستقلين؛ أولهما، الكتاب الماثل، والثاني، سيصدر قريباً، إن شاء الله، ويخصص لأصول صياغة مشروعات القوانين ومراجعتها وتقويمها.
وقد أدخلت على الطبعة الماثلة فصول ومباحث جديدة تضمنت ما يأتي: "فصل بعنوان الصياغة القانونية: هل هي فن متخصص؟، فصل عن السمات الشكلية للوثيقة القانونية وتنظيمها، استحدث فصل جديد عن المفردات، وأضيف إليه مبحث عن اللغة القانونية المصطنعة، أعيد تنظيم الفصل الذي كان يتناول بناء الجملة القانونية في الطبعة الأولى، بحيث أصبح يتكون من مبحثين؛ أحدهما عن تركيبة الجملة القانونية، والثاني، عن العبارات المقيدة للمعنى، مع إضافة العديد من القواعد والأمثلة والشروح ذات الصلة، تم الاحتفاظ بالفصل الخاص بعناصر القاعدة القانونية، مع تزويده بالعديد من الأمثلة الإيضاحية الإضافية، لا سيما، من القوانين العربية، استحدث فصل عن أصول الصياغة السليمة يتكون من ستة مباحث؛ الأول، عن فهم الكلمات القانونية، والثاني، عن التفسير، والثالث، عن مبادئ الصياغة القانونية، والرابع، عن قواعد الوضوح، والخامس، عن أصول حسن السبك (تم الاحتفاظ به من الطبعة الأولى مع إضافة العديد من الشروح والأمثلة الإضافية عليه)، والسادس، عن انتقاء المفردات".
