هو الأستاذ الدكتور عبدالله بن إبراهيم بن علي الطريقي، أستاذ في كلية الشريعة وفي المعهد العالي للقضاء 1419هـ، تدرج في المناصب الأكاديمية من وكيل كلية الشريعة 1402هـ – 1410هـ ، إلى منصب رئيس قسم الثقافة الإسلامية 1410هـ – 1413هـ، وصولاً إلى منصب رئيس قسم السياسة الشرعية في المعهد العالي للقضاء 1423هـ – 1426هـ .

لقد كان المسلمون- في قرون مضت- أمة واحدة ينتظمهم عقد واحد وتجمعهم عقيدة واحدة تؤلف بينهم أخوة الإسلام. ثم أصبحوا لا ترى منهم إلا أشباحاً أشبه بالهياكل, أعدادهم كبيرة ولكنهم غثاء كغثاء السيل, يشتركون في أداء الشعائر الإسلامية الظاهرة, ولكن أشبه بالأداء الصوري, يعلنون انتماءهم للإسلام ولكنهم لا يرفضون موالاة غيره. كما أن كثير من هذه المجتمعات على الرغم من محاولاتها تطوير أوضاعها الفكرية والتربوية والاجتماعية والسياسية والمادية, ومنافسة الآخرين في الركض وراء سراب المدنية الغربية, فإنه لا يوجد شيء من مقومات الحضارة الحقيقية, فالفكر الاعتقادي ملوث, والفكر التربوي مغرب, والفكر الاجتماعي مهلهل, حتى أن الجانب المادي للحياة ضعيف وبذلك خسرت الأمة الإسلامية كثيراً من مقوماتها. وعلى الرغم من جهود كثير من المصلحين في شتى أقطار المسلمين فإن هذه الجهود قد تعثرت بسبب الازدواجية والثنائية في تلك البيئات, ومن هنا يبدأ العنف, ويبرز التمرد والعصيان بل ربما تحصل المنازعات والصراعات بصورة أو بأخرى. ولذلك جاء هذا الموضوع (العصيان والخروج) من أجل هذه القضايا وكبراها. وكان من أهم ما تناوله المؤلف من مواضيع ما يلي: معنى العصيان والخروج والمصطلحات ذات الصلة, أركان تحقق الخروج, أنواع الخارجين والمخروج عليهم.
