إن مبادرة " نيباد " حين لجأت بالدرجة الاولى الى شركات التنمية فانها قد أعطتهم ما كانوا يسعون اليه من أوراق يجيدون تحريكها للسيطرة السياسية والاقتصادية على القارة ومواردها فهى فى حد ذاتها ورغم نبل مقاصدها قد قدمت من الناحية السياسية فرصة للتدخل فى الشان الافريقى - من وجهة نظرنا - بل لعل هذا قد يكون مبررا لشركاء التنمية فى عدم الوفاء بالتزاماتهم استنادا الى أنه لا يوجد حكم رشيد يوجب المساعدة للتنمية فى كثير من بلدان القارة . أن فترة الحرب الباردة لم تنتهى كما يرى الكثير من المحللين السياسيين وكل ما حدث هو أن اللاعبيين الدوليين فقط قد تغيروا وازداد عددهم . ان المبادرة يجب ان يتم مطابقتها طبقا الواقع الافريقى بحيث تنطلق عملية التنمية بالاساس اعتمادا على موارد افريقيا وفى اطار المجتمع الدولى ووفقا لشروط افريقية وذلك ان ازمة القارة هى ازمة هيكلية تحتاج الى روح طويلة من الزمن لمعالجتها .
