وذلك في نظره لا يمكن أن يتحقق سياسيا إلا في نظام يزيل الفوارق بين الحاكم والمحكوم، ويمنح للجميع الحق في تخيل أنهم «مليونيرات في ضائقة مؤقتة» بتعبير جون شتاينبك ـ حيث تصبح الديمقراطية وسيلة لإيصال كل طموح وطماع إلى أعلى المراتب كي يستغل المال العام بأبشع شكل في الفترة الوجيزة التي تتاح له، ولإخفاء آثاره أو تأجيل عواقبها حتى يأتي تعيس الحظ الآخر كي تنفجر الأزمات في وجهه.
