نكبت البشرية في فترات متفاوتة من تاريخها بأنظمة سياسية تعتمد على الإرهاب أسلوباً ووسيلة لتحقيق أهدافها وأطماعها بغض النظر عن مدى مشروعية تلك الوسائل والأساليب ودون أن تلقى بالاً إلى النتائج الخطيرة التي تترتب على ممارستها لأساليبها الإرهابية في مواجهة خصومها سواء في الداخل أو في الخارج. مثل هذه الأنظمة لا تمثل خطورة محددة في نطاق إقليمي محدود بل إنها تمثل في محصلة سياساتها وممارساتها خطراً محدقاً يمكن أن يهدد أمن وسلام العالم بأسره.
من هنا كانت الحاجة ملحة إلى تكاتف الجهود وتضافرها وعلى كافة المستويات من أجل حصر واحتواء مثل هذه الأنظمة وتضييق الخناق إن لم يمكن القضاء عليها. من هذا المنطلق كانت الحاجة إلى إلقاء الضوء على طبيعة هذه النظم السياسية الإرهابية بصورة عامة وعلى النظام السياسي الإرهابي الصهيوني-والذي يكاد ينفرد بطابعه الإرهابي في وقتنا الحالي-بصورة خاصة. وعلى ذلك فإن هذه الدراسة هي عادلة لدراسة النظام السياسي الصهيوني دراسة مقارنة مع أنظمة سياسية أخرى غلب عليها الطابع الإرهابي كالنظامين الفاشي في إيطاليا والنازي في ألمانيا إبان فترة ما بين الحربين العالميتين الأولى والثانية والنظام النصري القائم في جنوب أفريقيا فيما قبل انتخابات نيسان/إبريل الأخير من خلال إطار نظري واحد يرتكز على أوجه التماثل والتشابه القائمة بين هذه الأنظمة السياسية الأربعة والتي تضفي عليها طابعاً خاصاً يميزها عما سواها من أنظمة سياسية أخرى هذا الإطار النظري الواحد والذي ستقوم على أساسه هذه الدراسة هو ما يطلق عليه "النظم السياسية الإرهابية".
ولما كانت هذه الأنظمة موضع الدراسة تدخل جميعها في إطار الكيانات الفاشية، وانطلاقاً من حقيقة أن معظم تلك الكيانات، إن لم تكن جميعها، تدور في فلك مجموعة من الاتجاهات والأفكار الأيديولوجية وتتحرك أسيرة لها، فإن التركيز في هذا المجال سيكون منصباً على مجموعة الأفكار والمفاهيم التي تحكم بل وتتحكم في دينامية وحركة النظام السياسي وتفاعلاته الخارجية وخاصة على المستوى الإقليمي.
