تشكل الوثائق حجر الزاوية في إنتاج أي خطاب في حقل التاريخ، بل إنها الأساس الذي يمنح الخطاب التاريخي صدقيته. وقد حرص المعهد الملكي للدراسات الدينية، منذ تأسيسه، على تبني مشاريع للأبحاث الموثقة علمياً، ومدونات لا يرقى الشك إلى كونها وثائق أصلية، لتكون مصدراً للبحث العلمي. ومن بين هذه الوثائق ما يتضمنه هذا الكتاب من تراخيص منحتها الدولة العثمانية للطوائف والمؤسسات المسيحية، أو اليهودية، والإرساليات التبشيرية الأجنبية المختلفة في بلاد الشام والعراق، خلال الحكم العثماني، للقيام بأعمال بناء كنائس جديدة، أو ترميم كنائس قائمة، أو لإنشاء مدارس، أو مستشفبات، أو مياتم، أو دور للعجزة، أو غير ذلك من المؤسسات التابعة لهذه الطوائف أو الإرساليات. وتكمن الأهمية القصوى لهذه الوثائق، التي تنشر للمرة الأولى، في كونها مصدراً أولياً لدراسة أوضاع العرب المسيحيين في .الولايات العربية، في أواخر عهد الدولة العثمانية، وسياسة تلك الدولة تجاههم.
