شهدت العقود الأخيرة من القرن الماضي وبدايات هذا القرن تراجعاً في فكر وبنية الدولة الوطنية في أكثر من منطقة في العالم، حتى أضحى مصطلح التفكيك أو الاحتواء والتفتيت يترافق مع التصورات المعروضة إزاء قدرة المؤسسات الحاكمة على تطوير كياناتها وتأسيس مشروعها التحديثي لضمان استمرارها وثباتها.
وإذ سجّلت حقبة التحرر والاستقلال الوطني إنجازات ذات أهمية خاصة في إطار صياغة العلائق الاقتصادية والاجتماعية الضامنة للقدرة على التطور والبناء، إلا أن هذه الحلقة استمرت بالتناقص والتراجع أمام أهم عناصرها، وهو بناء التجربة الديمقراطية التي تضمن المشاركة في صناعة القرار، وتعزيز الهوية الجامعة التي تجسد الإرادة العامة وخدمة المصالح المشتركة.
لكن، سيبقى موضوع الدولة الوطنية، ومستقبلها، تحدياً مفروضاً على الكيان العربي، ذلك أن تصاعد وتنوّع تحديات العولمة والهيمنة والاستعمار الجديد لا يمكن أن يُواجَه دون عمل فكري، وجهد قومي، موحّد.
ولعل في موضوعات هذا الكتاب، وعلى اتّساع وتنوّع القضايا التي تناولها، ما يشكّل مساهمة فكرية هادفة وموضوعية في سياق اهتمامات مركز دراسات الوحدة العربية ببناء الدولة في بُعْدَيها الوطني والقومي، والعمل على رفد مستقبلها بمقومات البقاء والتطور.
