إن الإنسان المعاق مثل أي إنسان آخر له شخصية متفردة ومجموعة متميزة من الصفات الشخصية وأن أوجه الرعاية والاهتمام بهم وتأهيلهم هي من حقوق الإنسان المشروعة، ذلك لأن حاجتهم للرعاية والاهتمام تزداد من يوم إلى الآخر وهو ما لم يتحقق على أرض الواقع حتى الآن علماً بأن الإعاقة ليست اكتشاف معاصر بل هي قديمة قدم الزمان ولكن الرعاية والاهتمام بهم هي من الأمور الحديثة. لذا يجب على المجتمع ممثلاً في مؤسساته التعليمية والتربوية والصحية الأخذ بأيديهم والنهوض بهم حيث يعتبر الاهتمام بالمعاقين من دلائل معايير تقدم الأمم والمجتمعات. وفي السنوات الأخيرة بدأت توجه الجهود نحو تأهيل ورعاية المعاقين نتيجة التطور في الفكر الإنساني وتكافؤ الفرص المساواة وحقوق الطفل ليتمكنوا من العيش في سعادة وفق إمكاناتهم وقدراتهم. إن المعاقين في حاجة إلى عناية ورعاية خاصة تربوية وصحية وتعليمية واجتماعية وعلى المجتمع واجب الوفاء بها، فهي حقوق في أعناقنا يلزمنا بها ديننا وأن نيتنا من خلال برامج لتنمية المهارات الحياتية والمدرسية على أن تكون ملبية لمطالب نموهم في مراحل العمر المختلفة.
وقد نال مجال رعاية وتأهيل المعاقين اهتماماً بالغاً في السنوات الأخيرة سواء من ناحية الدراسة العملية أو من ناحية التقديم التكنولوجي ويرجع ذلك إلى الشعور المتنامي في المجتمعات المختلفة بأن للمعاقين الحق في الحياة كغيرة من أفراد المجتمع حسب قدراته وإمكانياته.
وبهذا يعتبر العمل مع المعاقين ميداناً من ميادين العمل الاجتماعي وذلك من أجل توفير الخدمات التأهيلية لهم ليكون لهم دور في التنمية الشاملة لمجتمعنا وبغير ذلك يكونون طاقات معطلة مما يؤدى إلى الكثير من المشكلات التي تؤثر على أسس الحياة الاجتماعية للمجتمع ككل.
