شكّل الوجود العسكري الأمريكي في منطقة الخليج العربي – ولا يزال – أحد أهم الإشكاليات الأكثر غموضاً وتعقيداً وإثارة للخلاف فيما بين دول المنطقة ولم يتم وضع حد لهذه الإشكالية إلى اليوم.
في هذا الكتاب يوضح المؤلف سيف التميمي الآثار الخطيرة التي تنجم عن الوجود العسكري الأمريكي في الخليج العربي على العلاقات الإيرانية – الخليجية، ومحاولة إيجاد حلول بديلة لأمن دول مجلس التعاون الخليجي بدلاً من هذا الوجود، وذلك من أجل مستقبل أفضل لهذه العلاقات.
يركز المؤلف على دواعي الوجود العسكري في الخليج العربي ( الأسباب والأهداف) وبعد البحث والتدقيق والرصد، وجد "أن مصالح الولايات المتحدة – الإقتصادية والسياسية والأمنية – في نمو وتطور ولا تقتصر على منطقة دون أخرى، فوجود النفط والأرصدة النقدية الخليجية المتراكمة (...) وعدم وجود رؤية عربية لنظام أمني إقليمي عربي أو خليجي يحقق المصالح العربية والخليجية، كان سبباً أفسح المجال أمام التدخل الأمريكي عن طريق التواجد العسكري المباشر ..." أما عن موقف إيران من الوجود العسكري الأمريكي في منطقة الخليج العربي، فقد اتضح للمؤلف "أن إيران ترفض الوجود الأمريكي جملة وتفصيلاً، فالشاه ورغم أنه كان حليفاً للولايات المتحدة، إلا أنه رفض الوجود العسكري الأمريكي في الخليج العربي، وبقي الموقف الإيراني على حاله بعد مجيء الثورة الإسلامية ...". أما السبب في ذلك برأي المؤلف: "أن الوجود الأمريكي يؤدي دوراً استراتيجياً للولايات المتحدة، يتعارض مع الرؤية الأمنية الإيرانية للمنطقة، إذ يحد من دورها الإقليمي الذي تسعى إلى ممارسته بالفعل، وهذا شكّل مصدر خلاف مباشر بين إيران ودول الخليج العربي ما أدى إلى تدهور العلاقات بين الطرفين".
