قاسم بن خلف الرويس باحث ومؤرخ سعودي مهتم بالأدب الشعبي وبتاريخ المملكة العربية السعودية،، من مواليد عام 1389هـ في اليمامة بمحافظة الخرج، نشر إنتاجه في عدد من الصحف والمجلات العربية أبرزها جريدة الرياض السعودية، وله العديد من المحاضرات والإصدارات التي تتنوع بين التاريخ والنقد والسيرة والنقد الأدبي، وله جهود في تحقيق المخطوطات التي تتعلق بتراث الجزيرة العربية.
نشأته وتعليمه
ولد عام 1389هـ-1969م في اليمامة بمحافظة الخرج. وهو حاصل على بكالوريس التربية في الدراسات الإسلامية - كلية التربية - جامعة الملك سعود بالرياض عام 1993م.
العمل
1994-2016م: عمل في وزارة التعليم معلماً ومرشداً ثم مُشرفاً تربوياً.
2013- 2015م: كُلف بالعمل في دارة الملك عبد العزيز.
2001 -2016م: كاتب أسبوعي في صحيفة الرياض السعودية.

Book Description
تًمثل صحيفة أم القرى - وهي أول صحيفة صدرت في العهد السعودي - مصدراً مهمّاً في دراسة عدد من الجوانب في التاريخ السعودي الحديث، وتحديداً بعد دخول الحجاز في حُكْم الملك عبد العزيز.
ولأنها السجل الرسمي للحكومة، فقد دوِّنت فيها البلاغات، التي تتناول التوجيهات والقرارات والأوامر والأنظمة وأخبار الجبهات الحربية والإتفاقيات السياسية ووجهة نظر الحكومة حول أي قضية من القضايا.
ونظراً لما تمثِّله هذه البلاغات من قيمة وأهمية في كتابة التاريخ السعودي الحديث، فقد عَمَد الباحث "قاسم الرويس" إلى تتبًّع صحيفة أم القرى وإستخراج البلاغات الحكومية التي نُشرت فيها منذ أول عدد صدر بتاريخ 1924/12/12م (1343/15/15هـ) إلى وفاة الملك عبد العزيز في عام 1953 و(1373هـ) وقام بمراجعتها ودراستها وفهرستها ثم جمعها بين دفتي هذا الكتاب، خدمة العلم والتاريخ بصفة عامة وللباحثين في التاريخ السعودي بصفة خاصة.
يمثل هذا الإصدار الذي يتضمن 173 بلاغاً الجزء الأول من هذا المشروع العلمي، وقد حوى البلاغات الحكومية التي نُشرت منذ العدد الأول وحتى عام 1932م (1351هـ) وهو العام الذي تمَّ فيه توحيد المملكة العربية السعودية؛ وسيتلوه الجزء الثاني بإذن الله تعالى.
