حاز "سيمور مارتن ليبست" مؤلف هذا الكتاب على جائزة ماك ايفر سنة 1962 من الجمعية الأمريكية لعلم الإجتماع، لإسهامه البارز في الدراسات الإجتماعية، وفي كتابه "رجل السياسة" تحدث عن الأسس الإجتماعية للسياسة مبتدءً كتابه بمقدمة يعرّف بها علم الإجتماع السياسي وهو العلم الذي يبحث في حياة الناس معاً كمجموعات إجتماعية ويعنى بتعديل الأوضاع الإجتماعية التي تخلق الديموقراطية، والديمقراطية المستقرة، تتطلب الصراع أو الإنقسام، بحيث يكون هناك نضال دائم للوصول إلى مراكز الحكم، وتكون هناك تحديات للأحزاب صاحبة السلطة، وتبدلات بين الأحزاب التي تتولى الحكم، لكن الصراع يجب أن يتم دائماً ضمن إطار الإجماع أو الإتفاق العام بين المتنازعين، وإلا فلن تكون هناك ديموقراطية.
ويعني الإجماع هنا وجود نظام سياسي يسمح بتبادل تسلم السلطة سلمياً أي أن على كل من الحزبين الحاكم والذي هو خارج الحكم أن يعترف بحقوق الحزب الآخر ودوره، وعلى ذلك فإن دراسة الأوضاع التي تشجع الديمقراطية لا بد وإن توجه إلى أسباب كل من الصراع والإجماع.
وفق هذه المعطيات، جاء الحديث عن أهمية الأطر الإجتماعية في العملية السياسية، هذا ما تم الحديث عنه في أقسام هذا الكتاب الأربعة حيث وزعت وفق ما يلي: القسم الأول: "شروط أو متطلبات النظام الديمقراطي"، القسم الثاني: "الإقتراع في الديمقراطيات الغربية"، القسم الثالث: "السلوك السياسي في المجتمع الأمريكي"، القسم الرابع: "سياسة الحكومات الخاصة"، "دراسة نموذجية لحالة معينة"، "ملحق شخصي"...
