كان لانهيار الإمبراطورية السوفياتية وحرب الخليج -وما رافقهما وتلاهما من تحولات جذرية في موازين القوى على المستوى العالمي والإقليمي الشرق أوسطي- وقع الصاعقة على التحالفات والتوازنات كما على الفكر والمفاهيم السياسية في المشرق العربي والشرق الأوسط بل والعالم إجمالاً.
فقد أتاج هذان الحدثان إعادة بناء نظام الهيمنة العربي لصالح القطب الأميركي الذي أخذ يتفرد في صياغة القرار الدولي وبالتالي في صناعة مستقبل البشرية القادمة.
وهكذا شهدنا -ونشهد- تحولات جذرية في أشكال ممارسة اللعبة السياسية في الشرق الأوسط: انهارت تحالفات وعلاقات كان يبدو أنها راسخة وبرزت مفاهيم وقيم سياسية وثقافية جديدة أخذت تحتل واجهة المسرح وتستبعد كل ما يتعارض معها بحجة أنه من مخلفات الماضي غير المأسوف عليه!
هذا الكتاب يقف على الحد الفاصل بين زمنين في العالم العربي والشرق الأوسط: زمن ما قبل حرب الخليج والزمن القادم كنتاج لهذه الحرب. وهو إذ يجمع بين دفتيه آراء صفوة الأكاديميين والمؤرخين والساسة الإسرائيليين فهو يرينا كيف كان يفكر العقل الإسرائيلي تجاه العراق والدول العربية الأحرى عشية حرب الخليج، وكيف نظر إلى هذه الحرب، وكيف يتعامل مع المتغيرات الاستراتيجية الكبرى في العالم، وقبل كل شيء كيف يرى مستقبل الصراع الإسرائيلي- العربي في ظل كل ما تقدم، وفي إطار مشاريع التسوية والسلام المطروحة لهذا الصراع.
وإذا كانت مهمة الفكر السياسي هي استباق الوعي فيما سيحدث (وعي المستقبل)، فإن علينا أن نغفل كمهمة لفكرنا -نحن العرب- التعرف والتفكير على الوعي الإسرائيلي بما هو وعي موجه ضدنا، فبدون ذلك سيفلت المستقبل منا كما أفلت الحاضر من أيدينا.
