تُعد الحوزة العلمية في النجف الأشرف حاضرةَ البحث والدراسة والهداية ومِنبراً دينياً عالجَ الكثير من القضايا الإجتماعية التي تخص الإنسان وحياته في مجال العبادة والفقه والإجتماع والإقتصاد والسياسة والعلوم الإنسانية والعلمية كافة، وهذه المهمة حَملت الحوزة مسؤولية كبيرة من أجل صلاح المجتمع وتوجيهه نحو الكمال المعرفي، وبهذا دخلت بصراع ولقرون عدة مع السلطة والحكام، فحينما كان ينتشر الظلم تبدأ الأمة باللجوء إلى هذه المؤسسة التي قادها مراجع الدين، والذين حاولوا قدر الإمكان تجنب الصدام من أجل الحفاظ على مكتسبات الحوزة العلمية دون أن تُذل او تهان أو يصفى وجودها كلياً، ولكن حراك الجمهور لا سيما المتمسك بهذه القيادة الدينية كان كبيراً فقد ألح على ضرورة أن تقود المجتمع، وأن يكون لها رأي وموقف من السلطة، الأمر الذي أثار قلقاً كبيراً لدى من اعتمد على التقية منهجاً وسلوكاً له؛ وبهذا الشكل أي بين الشد والجذب الذي كان يحصل بين الحوزة العلمية من جهة والحكومات المتعاقبة على العراق من جهة أخرى، ظهرت الرغبة واضحة بضرورة الإصلاح والتجديد، إصلاح الحوزة نفسها وتنشيط عملها لتكون صاحبة الكلمة والريادة في المجتمع وإصلاح المجتمع الذي ضاع بسبب التيارات الفكرية والعقائدية والإجتماعية والسياسية الحديثة والمعاصرة، لا سيما بعد ظهور الأفكار المادية والليبرالية والإتجاهات القومية والديمقراطية، مما استدعى إلى أن يقود تيار الإصلاح علماء الدين الذين كسروا الجمود الحوزوي وتعدوا حدود التقية المبالغ فيها، وتمتعوا بالقدرة على توظيف الأفكار الحديثة والمعاصرة وإستنباط الحلول الفقهية.
