بعد مرور عشرين عاماً على آخر انتخابات نيابية جرت في لبنان قبل الحرب مهدت الظروف السياسية المحلية والإقليمية، ومن ضمنها اتفاق الطائف، إلى إجراء انتخابات نيابية جديدة عكست إلى حد بعيد التحولات السياسية في لبنان. الأمر الذي حمل بدوره هذه التحولات إلى مجلس النواب الجديد، سواء على مستوى تمثيله السياسي أم على مستورى دوره كسلطة تشريعية.
يهدف هذا الكتاب إلى إجراء تقويم لدور المجلس النيابي في لبنان خلال الفترة 1992-1996، وهو يسعى للبحث في الحياة الداخلية للمجلس في الحدود التي يمكن عزل عمل المجلس الداخلي عن المؤسسات الدستورية الأخرى وعن الحياة السياسية العامة وعن الوقائع المحلية والإقليمية، كما يسعى لتقديم وصف عام لآليات الدور التشريعي للمجلس متناولاً صورة المجلس سواء على مستوى الرأي العام أم على مستوى القانوني، وبخاصة في ظل مسألة عدم قدرته على طرح الثقة بالحكومة وحجبها عنها.
