كتاب "القبائل البيضانية (1) في الحوض والساحل" واحد من سلسلة تضم أحد عشر كتاباً، وثلاثين دراسة، نشرها بول مرتي عن الإسلام وتاريخ شعوبه في المنطقة الواقعة بين وادي نون شمالا، ونهري النيجر والسنغال جنوباً، حيث قضى ثماني سنوات لدراستها، ما بين 1912و 1920. ويشمل الكتاب مقدمة عن تاريخ القبائل البيضانية من حيث أصولها وأنسابها، وهجرتها إلى الجزء الغربي من الصحراء الكبرى، وصراعها فيما بينها، للاستئثار بالنفوذ والسيطرة، وعلاقاتها بجيرانها، خاصة منهم القبائل الزنجية والطارقية، التي اختلطت بها، مما شكل أساساً متيناً للتعايش والاستقرار، في كنف الإسلام واللغة العربية.
واعتمد المؤلف في حديثه عن تلك الحقبة، الممتدة من القرن الرابع عشر للميلاد (تاريخ الهجرات العربية الكبرى) حتى بداية القرن الحالي، على جملة من المصادر الهامة، معظمها للرحالة والمؤرخين العرب، وعلى المصادر المحلية من "تواريخ" (حوليات) المدن التاريخية، كولاته والنعمة وتشيت، التي تسجل يومياً الحوادث المختلفة في المنطقة بأسرها، وعلى المخطوطات الغنية بالمعلومات المختلفة، عن أنساب القبائل والعائلات وغيرها، إضافة إلى المصادر الشفهية.
وقد تحدَث المؤلف عن تلك القبائل بتفصيل، كتعدادها وأسماء الأفخاد والعائلات، وعن ثرواتها ومناطق رعيها، ومناهلها المائية، وزعمائها الروحيين والزمنيين، ووجهائها، ونفوذهم السياسي والديني، بينما ترك العديد من دون التعرض له أصلاً، مثل أهل سيدي محمود وإديبسات.. ويعود السبب في ذلك إلى أن معظمها كان يعيش في مستعمرة موريتانيا آنذاك. ثم تطرَق إلى تاريخ العلاقة بين السلطات الفرنسية في مستعمراتها في السودان (مالي)، بعد احتلاله، وسكان الحوض، والأراضي الخصبة القريبة من ضفتي نهري السنغال والنيجر جنوباً، ومن التبادل الحر والمثمر مع سكانهما. حيث استعرض المؤلف مع اختصار ملحوظ، أحداث المقاومة التي واجهت الاحتلال الفرنسي في الحوض.
وكانت خاتمة الكتاب مكرسة للدروس المستخلصة من السنوات الأولى من تجربة الاستعمار الفرنسي، ومستقبل السكان والمنطقة، التي كانت ضمن ولاية كبيرة تدعى "الساحل والحوض" وضرورة إعادة النظر في تقسيمها الإداري، وهو ما تحقق جزئياً بإعادة القسم الأكبر من الحوض إلى موريتانيا بعد ذلك بربع قرن.
