يهدف هذا الكتاب، إلى تسليط الضوء على المجتمع الموريتاني، الذي عرف وجود مؤسسات ونُظُم أهلية في الفترة (1591-1898)، ضمن مدن القوافل والبوادي القريبة منها. وكان ذلك من أقوى تجليات الدور الاجتماعي للإسلام والثقافة العربية في المجال الذي كان يعرف قديماً بـِ "بلاد شنقيط"، ثم صار يُسَمّى حديثاً "موريتانيا".
ويتعمّق المؤلِّف بمسألة المجتمع الأهلي في موريتانيا باعتباره الخطط الدينية والمؤسسات الأهلية المستقلّة المسيّرة من قبل النخب المشكلّة من العلماء وقادة الطوائف والحِرَف، وغيرهم من الأعيان، التي تعبّر عن "الإجماع"، في المجتمع النابع من مرجعيته الشرعية وتجربته التاريخية في الاستقلال التي حققها منذ انهيار الخلافة الراشدة.
لذا، تُعنى هذه الأطروحة بتقديم جانب من الأسس التاريخية "للإجماع" في المجتمع الموريتاني، استكمالاً لما قُدّم من نظريات مشابهة عن "الإجماع" في المجتمعات العربية والإسلامية، لاسيما في المشرق العربي.
