القياس هو عملية تحدّد فيها قيم عددية لسمات أو صفات الأشياء أو الأشخاص بإعتبار هذه السمات أو الصفات متغيرات وفق شروط أو وقواعد معينة، أي أنّ القياس هو تحديد قيم من خلال إجراءات معينة تستخدم فيها أدوات قياس، وبذلك يشير مصطلح القياس إلى مجموعة الإجراءات التي تتضمن تحديد وتعريف ما يجب قياسه وترجمته إلى معلومات يسهل وصفها بمستوى مقبول من الدقة.
وتستخدم الإختبارات كأدوات لأغراض القياس والتوصل إلى أحكام التقويم من خلال عملية القياس وأحكام التقويم تبنى عليها قرارات.
ونظراً لأهمية المقاييس والإستبانات في مجال العلوم الإجتماعية وبخاصة في مجال علم الإجتماع والخدمة الإجتماعية، والجريمة والتربية وعلم النفس، رأينا تخصيص هذا المؤلف لعرض أهم المقاييس والإستبانات في هذه الفروع العلمية.
ويهدف المؤلف بالإضافة إلى سد النقص في المكتبة العربية إلى خدمة فئتين: الأولى تتكون من الأشخاص الذين يستخدمون المقاييس في إطار متطلبات مشروع بحث تنشره مجلة علمية أو لأنّ الأكاديميين في مرحلة الدراسات العليا يرون أنّ البحث يتطلب القياس وأنّ القياس يتطلب الملاحظة والتقويم أو إستخدام المقاييس.
أما الفئة الثانية فتتكون من المتخصصين والباحثين الذين يستخدمون المقاييس كأدوات في بحوثهم وهو الأكثر إدراكاً لتطور القياس ومسائل الصدق والثبات.
هذه الفئة هي المستهدفة أساساً من هذه المقاييس وذلك بهدف مساعدتهم في تطبيقها والإستفادة منها، حيث يتوقع أن تعينهم في صياغة أو تطوير مقاييس أو إستبيانات أو اختبارات تلائم احتياجاتهم وهي خاصة بالمؤهلين علمياً ولا تستخدم من قبل غيرهم كأداة تشخيص حيث أنهم لا يحيطون بمعرفة طرق تنفيذها أو تفسير نتائجها.
