جاء عمر بن عبد العزيز في وقت كان الناس في أمس الحاجة إليه، بعد أن أدلهمت الخطوب بالأمة الإسلامية، وكثر التنافس على زخرف الدنيا وباطلها، وعم الظلم، واستشرى الفساد، وكان القائمون على الأمر هم أشد الناس طلباً للدنيا وتهالكاً عليها، فأذن في الناس بصوت العدل، وبدأ بنفسه في الإصلاح فسار الناس على نهجه، ولم يستطع أحد من أصحاب المطامع أن يرفع صوته معارضاً لما أبداه عمر من رغبة في الإصلاح، وسعى في طريق السداد والفلاح، وإن كانوا قد اضطغنوا عليه في داخل نفوسهم، وأخفوا حقدهم في جنبات صدرهم لأنه فوت عليهم مصالحهم، وقضى على مطامعهم، وقطع الطريق على مطامحهم، حتى تخلصوا منه قليل، ولكن بعد أن ترك من بعده طريقاً صحيحاً، ومنهجاً قويماً، وعلامة بارزة، وذكراً طيباً، وأثراً محموداً.
وبعد.. فقد أردت أن أساهم بجهدي المتواضع في هذا الكتاب مع الذين سبقوني في تسجيل آثار هذا الخليفة الراشد، في بيان فضله راجياً بذلك مثوبة إذاعة فضل الصلاحين، لعل القراء الكرام ينتفعون بذلك فيشمرون عن سواعد الجد لتدارك ما حدث من تقصير، فحياة عمر- رضي الله عنه- حافلة بالقيم الإنسانية الرفيعة، والمثل العليا، ودراستها في هذا العصر الذي نعيش فيه- الذي غفل الناس فيه عن القمم الشماء- من أشد الضرورات.
