في إطار محاولات إرساء دولة المؤسّسات في ستّينيات القرن الماضي، دعا الرئيس فؤاد شهاب العالِم الاقتصاديّ والإنمائيّ الأب لويس جوزف لوبريه، منشئ مؤسّسة إيرفد ورئيسها، للقيام بعمليّة مسح شامل للأوضاع الاقتصاديّة والاجتماعيّة أدّت إلى وضع برنامج إنمائيّ هو الأوّل من نوعه في لبنان، بهذا المستوى العلميّ وهذه الشموليّة، لكنّه للأسف لم ينفّذ.
وهدف العمل الإنمائي، كما حدّده الأب لوبريه، هو مساعدة الإنسان – كلّ الإنسان – وكلّ الناس، للعبور على مراحل، من حالة إنسانيّة متدنّية إلى حالة أرقى وأسمى، ليتحوّلوا من أناسٍ مهمَّشين ومن عالة على المجتمع إلى طاقات منتجة وخلّاقة، وذلك من طريق تحسين أوضاعهم الاقتصاديّة والاجتماعيّة والثقافيّة على نحو متناسق ومتكامل.
عندما يتواصل العمل الإنمائيّ وتنتشر ثقافة التنمية بين الناس، يشعر المواطنون بأنّهم يعيشون في وطن يحضنهم جميعاً في جوّ من العدالة والمساواة والأمان، يحققون فيه أبعادهم الإنسانيّة، فيتخلّون عن ولائهم لطوائف متباينة لا تقدّم لهم إلا التناحر والبغضاء لمصلحة الولاء المطلق للوطن، فالعمل الإنمائي هو الوسيلة المثلى والوحيدة لصهر المواطنين في بوتقة وطنيّة واحدة، خاصّة في البلدان المتعدّدة الأعراق والأديان.
