السياسة المالية تستطيع أن تساهم مساهمة كبيرة في تحقيق التنمية الإجتماعية، باعتبار أن تحقيقها يساعد على تحقيق التنمية الإقتصادية التي تعتبر أمراً لازماً لانتشال الدول المتخلفة من براثن التخلف، إذ لا تنمية اقتصادية بدون تنمية اجتماعية، لأن التنمية الإجتماعية لا تساعد على تحقيق التنمية الإقتصادية فقط، بل إنها تساعد على حل المشكلات التي تتولد عن التنمية الإقتصادية وتساهم في تحقيق الرفاهية للمجتمع.
والمنهج الإسلامي باعتباره خاتم الشرائع السماوية، والصالح لقيادة البشرية على مر العصور والأزمان فقد اقتضت حكمة الشارع الحكيم أن يأتي بالكليات الشرعية التي تساير كل زمان ومكان وتصلح لكافة جوانب الحياة، تاركاً التفصيلات لاجتهاد العلماء والفقهاء شريطة ألا يتعارض ذلك مع نص من النصوص التي نصت على المبادئ الأساسية للإسلام.
لذلك فقد وردت النصوص من القرآن والسنة صريحة تقرر السياسة المالية الإسلامية من حيث مصادر إيراداتها المتنوعة أو مصارف إنفاقها، وفتح باب الاجتهاد أمام كل مسألة مالية وتقديم الحلول الملائمة لها بما يتفق مع الأصول العامة للإسلام.
لهذا فقد رأيت أن أكتب في هذا الموضوع محاولاً أن أبين وجهة نظر النظم المالية المعاصرة في تناولها لموضوع التنمية الإجتماعية، ووجهة نظر النظام المالي الإسلامي في تناوله لموضوع التنمية الإجتماعية، وذلك من خلال سياستها المالية المختلفة بأدواتها المتعددة لكل منهما ومن ناحية أخرى إمكانية الاستفادة بتعاليم الشريعة الإسلامية الغراء.
وقد تناولت في هذا البحث منهجاً علمياً موضوعياً مقارناً، قسمت هذا البحث إلى الأبواب: "الباب الأول مفهوم السياسة المالية وتطورها وأدواتها بين الفكر المالي الإسلامي والمعاصر، الباب الثاني دور السياسة المالية في تحقيق التنمية الإجتماعية في النظام المالي الإسلامي والنظام المالي المعاصر".
