يتضمن هذا الكتاب ما يأتي: التعليق على قانون الجمعيات والمؤسسات الأهلية الجديد رقم 84 لسنة 2002 ومذكرته الإيضاحية والقوانين السابقة عليه وهى قانون الجمعيات والمؤسسات الأهلية رقم 153 لسنة 1999 المقضي بعدم دستوريته وقانون الجمعيات والمؤسسات الخاصة الملغى رقم 32 لسنة 1964 وحكم المحكمة الدستورية العليا الصادر بجلسة 3/6/2000 والذي قضى بعدم دستورية قانون الجمعيات والمؤسسات الأهلية 153 /1999 والمبادئ القانونية التي قررتها المحكمة الدستورية العليا بشأن الجمعيات وذلك فيما يلي:
أولًا: التعليق على القانون 84 لسنة 2002 بإصدار قانون الجمعيات والمؤسسات الأهلية الجديد ومذكرته الإيضاحية وأهدافه ومضمونه وإجراءات إنشاء الجمعيات ومشكلاتها, ثانيًا: الأصول التشريعية للقوانين السابقة على قانون الجمعيات والمؤسسات الأهلية الجديد وهي القانون 153/ 1999 بإصدار قانون الجمعيات والمؤسسات الأهلية المقضى بعدم دستوريته وقانون الجمعيات والمؤسسات الأهلية الملغي رقم 32 لسنة 1964, ثالثًا: حكم المحكمة الدستورية العليا الصادر بجلسة 3/6/2000 في القضية 153 لسنة 21 قضائية دستورية والذي قضى بعدم دستورية القانون رقم 153 لسنة 1999 بإصدار قانون الجمعيات والمؤسسات الأهلية وأهم المبادئ القانونية للمحكمة الدستورية العليا.
