يُعرّف وزير الخارجية الأميركية السابق جورج شولتز دور برنامج المعونات الخارجية بأنه "أداة أساسية من أدوات سياسة أمريكا الخارجية وأنه يرتبط إرتباطاً مباشراً بأمن أمريكا القومي وازدهارها الإقتصادي". إن تحليل هكذا مقولة لا تحيد عن تحليل أسباب ومقومات المعونة الأمريكية إسرائيل والذي سوف يوصل إلى نتيجة تقول إنه لا يمكن فصل تلك المعونة عن تطور سياسة أمريكا تجاه البلدان العربية ولا عن ملابسات ساسة أمريكا الداخلية، وفي مقدمتها قضايا تتعلق بسياسة الكونغرس تجاه قضايا الشرق الأوسط وكل ما يتوافق مع الأهداف المشتركة بين أمريكا وإسرائيل.
