واكتسب هذا التصور زخما كبيرا مع انتخاب بوش الابن رئيسا للولايات المتحدة عام 2000 وتشكيل إدارة جديدة تميزت بتوجهاتها اليمينة وجنوحها الشديد للهيمنة على العالم, خاصة بعد أحداث الحادي عشر من سبتمبر 2001 والتى خلقت دافعا آخر للاهتمام بالمنطقة, وهو "مكافحة الإرهاب" الذى أصبح يمثل الخطر الاستراتيجى الجديد على امن الولايات المتحدة ومصالحها. وقد مثلت منطقة الشرق الاوسط المختبر الحقيقي لتوجهات هذه الإدارة, التى قامت بغزو العراق واحتلاله, وقدمت دعما مطلقا لإسرائيل, ولم تسبقها إليها أى من الإدارات السابقة.
ومن هنا, فإن إعادة انتخاب بوش مرة ثانية تطرح العديد من التساؤلات حول السيناريوهات المحتملة للسياسة الخارجية الأمريكية تجاه قضايا الشرق الأوسط في الولاية الثانية لإدارته, وما إذا كانت ستشهد تغيرا عن السنوات الأربع الماضية أم لا, والموقف العربى الملائم للتعاطى معها. وهى القضايا التى يحاول هذا الكتاب معالجتها.
